This boat was constructed as a 'Directors Inspection vessel'. Victorian values are somewhat to the fore here; a very snug saloon was provided for the directors, with the scope to venture above if the weather was sufficiently clement. The steersman, however, was permanently exiled to the open area (he's behind the funnel in this photo). No doubt, in the best Victorian tradition, the Director's trips were accompanied by an ample collation and a selection of fine wines!
