Not a pic to the highest standard, but this is an enactment of the description in 'Three Men in a Boat' of the way to annoy a steam launch; apparently the best thing is to drift into its path and then get confused until the boat has to tow you out of the way. For some reason Jerome K Jerome didn't seem to like steam launches, unlike today when the few remaining votes are greatly treasured.
